Spam can be applied when a submission is low-quality, irrelevant, or otherwise does not meet the bar for a valid finding. It may be marked for any one of those reasons, or for more than one together.
Spam is different from Rejected (a real attempt that is simply incorrect). Spam can carry reputation and deposit consequences.
